This appears to affect how often you can knockdown an opponent with a 'knockdown' power attack. It also seems to effect how often you get knocked down by your opponent. A value of 5.000 is 5% meaning that there is a 1 in 20 chance you/your opponent will succeed on a knockdown attack.
"Knockdown" refers to what is more commonly known as "staggering".

EDIT: This is not true. It seems to affect the knockdown chance by a small amount, but it is not the percentage. Even setting it to 100 did not increase the amount of knockdowns noticeably.
FKnockdownChance determines the base fraction of all attacks which will stagger their target.

For example with the default value of 0.3, 3 out of 10 attacks will stagger their target on average.

The chance to stagger the target is further modified by the damage of the attack and the agility of the victim.
