The Spell List does not include any powers, lesser powers, or abilities that NPCs gain due to their race. Racial abilities are instead calculated automatically based on the Specials associated with the NPC race selection.
The cost displayed is the base cost, not taking into account the actor's skill.
Spells can be added to an NPC or creature by dragging them from the spell tree in the Object Window into the NPC or creature's spell list.
