A command for Pluggy.
Syntax:

Create a new Hud Surface.
- Acceptable file types: .png, .bmp, .dds, .dib, .hdr, .jpg, .pfm, .png, .ppm, and .tga
RootID Codes « ...\User Files\ » is assumed. 0: « My Documents\My Games\Oblivion\Pluggy\User Files\ » 1: Oblivion Data folder 2: Oblivion main folder
