A command for Oblivion Script Extender

Syntax: 

(hasNoDuration:bool) MagicEffectHasNoDurationC effect:long

(hasNoDuration:bool) MEHasNoDurationC effect:long

Returns whether the magic effect doesn't use the duration value.
