EULA or not, it is possible to get custom content on the 360. The thing is, because it violates the EULA, websites ban members and delete the topics before most have a chance to read it.
I don't know how to do it or what the process entails, even if I did, I don't want to get banned. I just know it takes a skilled hand and basically, it's a matter of compiling and converting files to simulate downloadable content.
