Is there any way to alter the clothing parameters so that it dosen't take up the armor slot, but still retains the position you equip it to?

Essentially, is it possible to make the clothing wearable under and/or over (in the case of cloaks and capes) the armor as it was in Daggerfall and Morrowind?
