The bounty is the price put on an actor's head, and if the actor is caught, that is the fee he/she must pay.  If a bounty is above 1000 (or so) the guards will draw their sword and arrest the actor as soon as the actor is in sight, and if it is above 4000 (or so), the guards will attack with no option of paying the fine.
