Confidence determines what % of health an actor must lose before fleeing in combat.

An aggressive actor with 0 confidence will flee immediately upon entering combat. Deer are a good example of this behavior.

NPCs with 0 confidence will flee to a nearby guard. However, the guards do not respond when the NPC reaches them, and the NPC merely follows the guard around, periodically playing the cower animation. This is most likely some partially-implemented behavior, but it can be exploited by casting a scripted area effect spell at the fleeing NPC to determine when it finds a guard, then scripting the guard to react. The NPC doesn't seem to care if the guard is dead or not.
