The NVIDIA Normal Map filter creates normal maps from height maps for per pixel rendering.

This tool allows you to convert and optimize texture files for Oblivion /and Skyrim) automatically. It has full knowledge of the valid texture types and which compression it can use. It also comes with several better algorithms which are more advanced than those present in nVidia exporter. If you want to deploy optimal DDSs this is the tool for it. (nVidias plugin and this tool both are based on the same library, there is no difference in the baseline, but DDSopt adds a few more advanced things).
