FCombatSpeakHitThreshold controls the damage (as a percentage of an NPC's total HP) necessary to trigger a combat speech when an NPC is hit by an attack. Default is 0.1000 or 10% total HP. Setting it to 1.0000 means that NPCs never speak when struck unless the hit kills them. Setting it to a lower value means they can speak when struck by weaker attacks.
