Right click with the mouse and select to generate LOD textures for the current cell, or the current quad (32 by 32 cells). The generated textures will be stored in Oblivion\data\textures\landscapelod\generated\ partial textures of each cell will be stored in Oblivion\data\textures\landscapelod\generated\partial. A bug in the CS misnames the generated textures. Manually rename the textures by changing all instance of "0" to "00" to avoid missing (purple) LOD textures in the game. Delete partial textures if you need to regenerate them.
