Note that the Apprentice block perk (reaching skill level iSkillApprenticeMin, default 25) is blocking burns no fatigue, so though there being 4 different settings for block fatigue burn, they become meaningless above pretty low skill levels.

Negative values for the *Mult settings work and make more sense than the defaults, as this makes fatigue burn decrease with increasing block skill. Encumbrance, shield weight, and damage of attack blocked have have no impact.
