A function added by the Oblivion Script Extender.
Syntax:
(void) ModPCSpellEffectiveness modBy:float
Alters the script modifier applied to the player's spell effectiveness. This works similarly to Oblivion's ModAV command. Positive values increases the modifier, negative values decrease it. Any game calculations involving player spell effectiveness will use the modified value (base effectiveness + modifier).
