This is an issue with Oblivion, actually. Bethesda hard-coded the Dark Elf to have responses to each race individually, without any catch-all for new races. I would recommend the Unofficial Oblivion Patch to fix this, or else any number of fixes for this.
Alternatively, you could edit the Dark Elf's dialogue to include a response for your race. This is difficult for a great many reasons, but if you look up dialogue here on the Wiki you should be able to find information on it and set it up. I don't think we have anything specifically about that Dark Elf, so just read tutorials on dialogue in general and you should be able to apply it to your specific situation.

TES CS v1.2 Race Creation Issues[edit source]

Hello,

I'm having a slight problem with race creation using the v1.2 CS, and was wondering if other have experienced this. I recently created a new race by duplicating the Wood Elf class in the CS, then changing accordingly. I played the game, and realized that I forgot to delete the Wood Elf racial abilities and add the custom ones I had made. I also wanted to change the values of increases for certain skills. I quit the game, opened the CS, made the changes, saved, and restarted the game. While the changes I made DID ADD the new racial ability, it didn't REMOVE the Wood Elf abilities. Further, none of the changes I made to skills took effect. The only way to change these was to use "ShowRaceMenu", and apply the changes, thereby losing all progress in any skills. Saving while still in the menu did not apply these changes when reloaded, and could only be done by clicking "Done". I never experienced this problem in the v1.0 patch. Is there anyone that noticed similar problems that can help me resolve this issue?
