A command for Oblivion Script Extender

Syntax:

(isHostile:bool) IsMagicEffectHostile effect:chars
(isHostile:bool) IsMEHostile effect:chars
(isHostile:bool) IsMagicEffectHostileC effect:long
(isHostile:bool) IsMEHostileC effect:long

Returns whether the magic effect is hostile.
