NPCs will use their horse if the distance they are travelling is greater than or equal to the game setting [[fMinDistanceUseHorse]]. The documentation for "Continue If PC Near" notes that, if used outside its intended situation, this flag may induce undesirable behavior. One specific such issue is for merchants whose selling location is outdoors. I have observed that setting this flag on a merchant package in an outdoor marker stall causes that merchant to treat the player as a trespasser, if the player uses a timed wait to remain in the area past closing time and into a time when the merchant should go home to sleep.
