(seconds:float) ScriptEffectElapsedSeconds 

Available only in Magic effect scripts. Returns seconds elapsed since the last magic effect update. This will only return a value greater than 0 inside a ScriptEffectUpdate block.

This function will return fractional values. (i.e. values between 0 and 1 seconds)
