NVIDIA has released a set of plugins for working with dds files. The plugins were designed for Photoshop, but work with Paint Shop Pro as well.
The NVIDIA Normal Map Filter creates normal maps from height maps for per pixel rendering.
The NVIDIA DDS Plugin allows you to open and save .dds files.
They can be downloaded from NVIDIA's developer site.
Problem with Paint Shop Pro:

...but there is no entry on the nv_texture_tools.html for "these required DLLs" so the plugin does not work. nVidia needs to update the page or PDF instructions so we know what "required DLLs" are.
