Witnessing a crime may affect an NPC's disposition to the criminal. This is the modifier to disposition that happens when an NPC witnesses pickpocking against someone he likes. If the NPC is the one being pickpocketed, the modifier is multiplied by fCrimeDispPersonal first, which increases the disposition penalty.
