A command for Oblivion Script Extender

Syntax:

(usesOtherActorVal:bool) MagicEffectUsesOtherActorValueC effect:long
(usesOtherActorVal:bool) MEUsesOtherActorValueC effect:long

Returns whether the magic effect affects an actor value that is not a skill or an attribute.
