A command for Pluggy

Syntax:

(EspID:long) ArrayProtect ArrayID:long Protected:short

Returns or sets the Protection of the array.

If Protected is not specified, it returns the current Protected flag state.
If Protected is specified, it sets the Protect flag state of the array.
- Only the mod associated with the array can modify the Protected flag.
If the array does not exist, it returns -1.
