First reference is point from which force comes, second is the actor subject to it.

Magnitude appears to be 1-100 (values above 100 can be used, but the actor will typically not land before the effect times out, and get more height than lower values but similar flight distances). The effect seems to have an internal timer; an NPC subject to it will not remain flying for more than three or so seconds.
