DDS Converter 2.1
This tool allows you to convert .dds files to tga/bmp format, and then back again. It is a GUI interface that uses NVIDIA's nvdxt.exe command line tool

An additional resource for DDS files is NConvert (freeware). It can convert to and from DDS allowing DDS files to be converted to other formats. I recently used this tool to convert the DDS files that the TCS generates from the "Generate Local Maps" functon to jpegs. It is a console app (dos box) and not GUI. It will batch convert and is very fast.
