A command for Oblivion Script Extender

Syntax:

(hasNoMag:bool) MagicEffectHasNoMagnitude effect:chars
(hasNoMag:bool) MEHasNoMagnitude effect:chars

Returns whether the magic effect doesn't use the magnitude value.
