After going through the tutorial for this I tried something similar. All I wanted was an item of clothing biped to the tail, just the lower section of a robe ( no in-between bits or underneath bits). So you could wear a 'skirt' over your armor, but it won't work, it doesn't appear when I put it on an NPC.
