Description

This setting does not work, and appears to conflict with normal NPC dialogue. Do not use it.

It's intended purpose is that if there is no voice file and no lip animation file, the time that dialogue will be displayed on-screen.

Time on screen = fAIDefaultSpeechMult * the length of the string
