FMagicCostScale affects on spell costs. Spell costs are calculated this way:
FMagicCostScale*BaseCost*Duration*Magnitude*R*(Area*2.25)/10 = Spell Cost
(Where R is either self (1.0), touch (1.0) or target (1.5))
(Where A is either 1.0 or set value.)
Default value: 1.280
