IsCellOwner

Syntax:

IsCellOwner CellID NPC/FactionID (optional)

Example:

IsCellOwner WeynonPrioryHouse BladesFaction
IsCellOwner MyImperialCityHouse 

Returns 1 if the specified cell is owned by the specified NPC or Faction. If the second parameter is left blank, the function returns 1 if the cell is owned by the player.
