A command for Oblivion Script Extender

Syntax: 

(onTouchAllowed:bool) IsMagicEffectOnTouchAllowed effect:chars

(onTouchAllowed:bool) IsMagicEffectOnTouchAllowed effect:chars

Returns whether the magic effect can be cast on touch.
