A command for Oblivion Script Extender

Syntax:

(hasNoMag:bool) MagicEffectHasNoMagnitudeC effect:long
(hasNoMag:bool) MEHasNoMagnitudeC effect:long

Returns whether the magic effect doesn't use the magnitude value.
