A command for Oblivion Script Extender

Syntax: 

(isForEnchanting:bool) IsMagicEffectForEnchanting effect:chars

(isForEnchanting:bool) IsMEForEnchanting effect:chars

Returns whether the magic effect can be used when enchanting.
