A command for Oblivion Script Extender

Syntax: 

(isForEnchanting:bool) IsMagicEffectForEnchantingC effect:long

(isForEnchanting:bool) IsMEForEnchantingC effect:long

Returns whether the magic effect can be used when enchanting.
