The Oblivion Script Extender has the ability to accept plug-ins, which may contain functions not provided by the OBSE core, which can be written by anyone. While this is still very much alpha functionality, it does appear to be in working order and should be 'officially released' soon.
A number of plug-ins have already been made; you can find those here.
