A command for Oblivion Script Extender

Syntax:

(nothing) SetNthEffectItemScriptName name:string magicItem:ref whichEffect:short
(nothing) SetNthEISName name:string magicItem:ref whichEffect:short

Sets the name of the scripted effect.
