with Bip01 Head selected, I paint full weight (1.0, or bright Red) on the parts that will move exactly with this bone. I have chosen the middle of the drape as the junction that will deform the most, and as such I have given the line of vertices there only 50% influence ( 0.5 or Green) weight to the Head bone. Here is where having a clean, easy to understand mesh like this will save your life! Notice that the head bone has no affect at all on the bottom of the drape, resulting in dark blue.
