I just found these tools for making bink files. I dont know if anyone else has seen them yet. I think there is probably a lot that can be done with them and there should probably be a tutorial written on how to use them. If anyone knows how they work or has ideas, please feel free to write one if they have time.

Just unzip the file to Oblivion/Data/Video and use PlayBink “SpinOblivion.bik" in the console to view it.
