A command for Oblivion Script Extender

Syntax:

(isHostile:bool) IsNthEffectItemScriptHostile magicItem:ref whichEffect:short
(isHostile:bool) IsNthEISHostile magicItem:ref whichEffect:short

Returns whether the scripted effect is hostile.
