The term Console fuctions is used here in the CS Wiki to mean 'commands issued from the console'.
For a list of console funtions with summary descriptions, see the Category page "Category:Console_Functions"[1].
It appears that most Construction Set Functions can also be used as Console Commands. For Command Documentation, search for the command name in the general "Functions" categories. For example:

Currently documented console commands include:
- IsOwner
- ClearOwnership (Functions, CS 1.2)
- Kill
- SetActorValue
- ModActorValue
and so on. Note that each of these functions can be issued as commands from the in-game Console.
