The following settings control how fatigue works:

Fatigue regenerated per second is calculated as:
fatigue regenerated = fFatigueReturnBase + fFatigueReturnMult * Endurance/10
Fatigue burned per second when running is calculated as:
fatigue burned = (fFatigueRunBase + fFatigueRunMult * Encumberance) * fPerkAthleticsXXFatigueMult
