Ok! I decided to send Bethesda an email asking about this - with the slight chance that there might be some workaround...

Here's the mail:

Hi,
after posting a topic asking about this on the Oblivion forums and making a topic on
the Wiki, I felt I had to try and ask you Bethesda personaly.

As the title allready tries to explain, I'm looking for some functions to get and set 
properties on an item (eg. a sword). The purpose (in short) would be to use these 
functions in a mod where I'd like to first check to see if an item (sword, armor, 
etc.) has depleated its charges - if it has then I'd replenish them.

The answer I've got so far is that this isn't possible - even though every one I've
asked has added that it's a pitty and it should be.

So my question is - is there any way of getting eg. the amount of charges left in a 
sword? If there is I'd realy like to know... I guess the whole modding community would 
realy like to know.

The thing is, the lead programmers from Bethesda actually moderate this wiki. They are the ones who would know the answers and they give us feedback from time to time on our questions. There is a Wish List page that a modder created for us to post suggestions for things that should be included when or if Bethesda decides to release an update for the CS. They say that right now they have not been spending too much time with the CS because they are involved in other things (which is understandable since the game was just released). There are a number of things that just aren't possible with the functions available at this point. For example, (something i've been frustrated with) there is absolutely no way to tell when an actor is blocking. Seems like it should be elementary, but no one has figured it out yet. These are the kind of things that we use the wish list for in hopes that the moderators will read and consider them for future updates to the CS.
