This preference page is a lot different from the one that I see when I load up the editor. As I see it, there's many tabs:
- Movement
- Reference Movement
- Movement Speed--Default is 1.00
- Snap To Grid--Default is 64, affects how far a reference will move in any direction. Can be overriden by the reference window
- Rotation Speed--Default is 1.00. The user may use the world as a point of relativity (?)
- Snap To Angle--Default is 45 (degrees). Affects how far the mouse will rotate the object
- Snap To Reference (button)--gives the user the ability to link references' grids and angles
- Camera Movement
- Rotation Speed--Default 1.00
- Zoom Speed--Default 2.00
- Pan Speed--Default 5.00
- Landscape Movement
- Sensitivity Multiplier--Default 1.00. Allows the user to move the camera at a different pace from the internal rate (?)
- PathGrid Connection
- Auto Distance--Default 512.00 Distance between nodes when the user calls the PathGrid Generation options
- Reference Movement
- Render Window
- Time of Day--Set the time of day to display (Doesn't seem to do anything?)
- View Settings--Default "far" (300,000.00)
- Allow Render Window Cell Loads--checkbox
- Shaders
- ...
- LOD
- ...
- Misc
- ...
- Preview Movement
- ...

- Outdated, or was just never complete. That's embarrassing... but I can confirm that what you describe is the Preferences window that I'm seeing (CS v1.2, no OBSE). Most of it should hopefully be self-explanatory? That, or no one uses them...
