A mesh is a collection of vertices and polygons that define the shape of an object. Meshes for Oblivion are stored in Nif files in the Meshes folder.

All meshes used in the game are stored in the Oblivion - Meshes BSA file, the meshes used in Shivering Isles can be found in DLCShiveringIsles - Meshes.bsa.
