A command for Oblivion Script Extender

Syntax:

(nothing) SetNthEffectItemScriptHostile magicItem:ref whichEffect:short
(nothing) SetNthEISHostile magicItem:ref whichEffect:short

Sets whether the scripted effect is hostile.
