This multiplyer is a percentage factor of your base Magicka. If this is set to one, you will have 10% of your normal magicka, the default is 10 or 100%.
This is a rather unusual AV, in that by default it is 0, but has the effects of 100%- if you wish to use modAV commands on Magickamultiplier, first make sure that it is not 0, or if it is, set it to 10.
