Responsibility

Responsibility determines how willing the actor is to commit a crime and whether or not it will report crimes. Settings below 30 means the actor will commit a crime (i.e. steal food if given an eat package). Ironically, creatures also report crimes if they have responsibility levels, though don't seem to commit crimes in the conventional sense.

Horses, if given responsibility levels, will report that they've been stolen if they saw you when you mounted it, and remove you from guilds if you attacked it, and was part of the guild you were in.
