A function added by the Oblivion Script Extender.

Syntax:

(nothing) SetCellHasWater cell:ref   hasWater:bool

Sets the flag indicating whether or not the interior cell has water. Only affects interior cells, and changes are not visible until the cell is reloaded. Has no effect if called while the player is inside the specified cell.
