Some other ideas:
There are some statics of water around (check TESSource, Planet Elder Scrolls, the Bethesda forums) which you can [[Enable]] to make it look like the water is rising. However, if the player jumps into it they'll sink to the real water rather than floating in the statics.
Make your own OBSE function. The water height level is a field in the cell data and you should be able to manipulate it like any other field. However, this requires finding the field (take a look at TES4Edit, thread on the Bethesda forums, might have the info there).
