There are some statics of water around (check TESSource, Planet Elder Scrolls, the Bethesda forums) which you can [[Enable]] to make it look like the water is rising. However, if the player jumps into it they'll sink to the real water rather than floating in the statics. | |||
Make your own OBSE function. The water height level is a field in the cell data and you should be able to manipulate it like any other field. However, this requires finding the field (take a look at TES4Edit, thread on the Bethesda forums, might have the info there). | |||
