: | :I don't know of any way of creating new soul levels, but I know how to make the level worth more enchanting points. Go into the game settings menu (found in the Gameplay Tab) and go to the setting "iSoulLevelValueGrand" and enter whatever numeric value you want grand soul gems to be.
