DDS files are the textures of the game. By default, most graphic creation programs do not know how to create DDS files.  You will need a tool like the [[DDS_Converter|DDS Converter]] to be able to convert your [[TGA|TGA]] files to DDS files.
Oblivion employs the DDS format for textures. The Microsoft DirectDraw Surface (.dds) file format stores textures and cubic environment maps, with or without mipmaps. It was introduced with DirectX 7.0.
 
Although the format is not natively supported by most graphic editing applications, there are a number of [[DDS_Converter|Converters]] and [[DDS_Plugin|Plugins]] designed to handle the format.
