-:It sounds to me like you have a pretty good idea how to create the mod. If you're having problems with the scripting or need help with the CS then just ask on the official forums or the wiki questions page. The Bethsoft devs frequent the wiki and can offer far more detailed help than I ever could. And too, you're more likely to get what you want if you do the work yourself.
-:If its a time issue in being able to work on the mod then, well, you could ask around on the forum/wiki to see if anyone else is willing to work on it. Sorry, I don't have time to work on it directly but I can answer specific questions for you.
